This is because cyber-attacks can disrupt critical infrastructure, paralyze businesses, and leak sensitive information. The United States, Europe, Australia, Russia, Ukraine, Pakistan, and many more has been the target of many cyber-attacks in recent years.

These attacks have been used to gain information, to blackmail governments, and to interfere with elections. The impact of cyber-attacks on states and their citizens has been well documented and can have serious consequences.
